Why is the Navy Preparing an EIS/OEIS?

The U.S. Navy is preparing this EIS/OEIS to evaluate the potential environmental effects associated with continuing to conduct military readiness activities, which consist of training activities and research, development, testing, and evaluation (hereinafter referred to as “testing”) activities in the Hawaii-Southern California Training and Testing (HSTT) Study Area.

As part of this process the Navy will seek to obtain authorization and permitting, as required under the Marine Mammal Protection Act and Endangered Species Act, respectively.

How Can the Community be Involved?
The National Environmental Policy Act
The National Environmental Policy Act (NEPA) requires U.S. federal agencies to identify and consider the potential environmental impacts on the human, natural, or cultural environment before making a decision on a proposal. In compliance with NEPA, the Navy is preparing an EIS/OEIS to analyze potential environmental impacts associated with conducting training and testing activities in the HSTT Study Area.

Community Involvement
Community involvement is an important part of the NEPA process, and there are a number of opportunities for the public to participate throughout the development of the EIS/OEIS. In December 2015, the Navy held three open house scoping meetings to inform the public about the Proposed Action and to receive public comments on environmental resource and issue areas to be studied in the EIS/OEIS.

Public and agency input allows decision makers to benefit from local knowledge and consider local issues and concerns. The public participates in the NEPA process during the following stages by:

  • Scoping Period: Helping to identify environmental issues and potential alternatives
  • Draft EIS/OEIS Public Review and Comment Period: Evaluating and commenting on the environmental analysis of the Proposed Action and alternatives 
HSTT Scoping Meetings
The scoping meetings consisted of informal, open house sessions with informational stations staffed by Navy representatives.
